Mine Citation Scout

Research method. Visible limits.

A public citation is a research starting point, not a qualified buyer. Our method keeps the evidence separate from an explanation of why a trainer might choose to investigate.

What a usable record must include

  1. A traceable source

Mine ID, action number and type, exact cited section, issue date, source snapshot date, and recorded termination status. A separate current lookup is labeled with its own check date; it is never implied merely by updating a document.

  2. A specific service match

The agreed territory, training topic, delivery capabilities and exclusions guide the research. Surface-mine context alone does not establish Part 46 eligibility. Task, hazard-awareness, new-miner and refresher topics must not be substituted for one another.

  3. A public business route

A source-linked facility page, company contact page, published business email or phone route. We label general corporate routes and uncertain responsibilities. We do not treat a guessed address or an unverified named person as a checked contact.

  4. An honest fit note

Facts, interpretation and unknowns stay distinguishable. Internal training, unsuitable travel scope, terminated actions and incomplete narratives can all lower fit. A neutral introduction must not imply that a historical issue is unresolved.

  5. A duplicate and coverage check

Distinct mines are counted within each briefing. Repeats are identified, not sold as newly discovered prospects. If a territory has few or no suitable new matches, that limitation must be explained rather than hidden by widening scope.

Three dates that should not be confused

Issue date
When the recorded enforcement action was issued.
Snapshot date
When the source dataset used for the briefing was obtained or identified.
Check date
When a specific source page or contact route was separately reviewed. A contact check does not update an enforcement status.

What happens when something is missing?

Unknown is not zero. A missing assessment is not a zero-dollar fine. A missing termination date does not establish a current problem. Inconsistent operator details do not automatically prove a recent ownership change. Unresolved discrepancies should be held for further review, and unavailable narratives must not be invented.

Where the evidence comes from

Government evidence starts with official MSHA datasets and the Mine Data Retrieval System. Public company pages establish the contact routes shown in samples. These records are not exclusive to us.

Current service status

The website accepts sample requests and provides a public historical sample library. Paid enrollment is not yet open. Automated customer alert delivery is not advertised as active. Our proposed pilot is a weekly PDF and CSV, with scope and availability agreed before an invoice is offered.
